Sally Kosgei is a distinguished Kenyan diplomat, academic and politician who made history as Kenya’s first female Head of Public Service. Over the decades, she has served in senior diplomatic postings, chaired critical government transitions and later joined elective politics.

Early Life and Education of Sally Kosgei

Childhood and Secondary Education

Sally Kosgei Jepng’etich was born in 1949 in Kenya and raised in Nandi County. She attended Serem and Aldai Primary Schools before joining Alliance Girls’ High School, one of Kenya’s leading academic institutions.

Her strong academic performance opened doors to higher education at a time when few women pursued advanced studies abroad.

University Studies in East Africa

In 1970, she enrolled at the University of Dar es Salaam, then a major intellectual center in East Africa. She graduated in 1974 with a Bachelor of Arts in History and Political Science.

The institution was known for Pan African scholarship and political engagement. During her time there, she studied alongside future regional leaders, including Jakaya Kikwete.

Graduate Studies at Stanford University

Her academic excellence earned her a scholarship to Stanford University in the United States. She completed a Master of Arts in African History in 1975 and later earned a PhD in African Economic History in 1980.

Even before completing her doctorate, she began lecturing at the University of Nairobi in 1978. This marked the beginning of her professional journey in academia.

Career

Entry into Public Service

In 1981, while teaching at the University of Nairobi, Sally Kosgei applied for a position advertised by the Public Service Commission. She was selected and posted to the Ministry of Foreign Affairs.

Her early assignments included work with Kenya’s Mission to UN Habitat in Nairobi and later in the African Division, where she handled regional diplomacy.

Diplomatic Service

By 1984, she had risen to Senior Assistant Secretary in the Africa and OAU Division. In 1985, she was appointed Kenya’s High Commissioner to Zimbabwe.

She later served as Kenya’s High Commissioner to the United Kingdom from 1986 to 1992. During this tenure, she also held concurrent accreditation to Ireland and Switzerland.

Her time in London strengthened Kenya’s bilateral ties with European partners. She became known for her diplomatic tact and strategic engagement in multilateral forums.

Permanent Secretary and Foreign Policy Leadership

Upon returning to Kenya, she was appointed Permanent Secretary in the Ministry of Foreign Affairs and International Cooperation. She served in this role for about ten years.

During this period, she contributed to the re establishment of the East African Community and strengthened Kenya’s regional diplomacy.

Head of Public Service

In 2001, President Daniel arap Moi appointed her Head of Public Service and Secretary to the Cabinet. She became the first woman in Kenya to hold this powerful office.

She coordinated Cabinet affairs and oversaw the civil service during the transition from President Moi to President Mwai Kibaki in 2002. The peaceful transfer of power marked a historic moment in Kenya’s governance.

She served until 2003, when she was succeeded by Francis Muthaura.

Political Career

Member of Parliament

Sally Kosgei joined the Orange Democratic Movement and contested the Aldai Constituency seat in the 2007 General Election. She became the first Member of Parliament for Aldai.

Her election came during a politically turbulent period in Kenya’s history.

Cabinet Roles

Following the 2007–08 post election crisis, she was appointed Minister for Higher Education, Science and Technology. She later became Minister for Agriculture in 2010.

As Agriculture Minister, she focused on food security and support for smallholder farmers. She also represented Kenya in international agricultural forums, including meetings of the FAO in Rome.

She exited active politics in 2013.

Family

Sally Kosgei has largely kept her personal life private. She is a mother and is associated with Zena Roses Ltd, a flower export company reportedly managed by her son Ahmed Nzibo.

Despite decades in public life, she has maintained a relatively discreet family profile.

Net Worth

Sally Kosgei’s full net worth is not publicly documented. However, she has been linked to business interests including Zena Roses Ltd.

In 2017, her name appeared in the Paradise Papers investigation. Reports indicated ownership of Zonrisa Ltd, a Mauritius based company used to purchase a London apartment in 2001.

She stated that the transaction was legal and complied with applicable regulations. No formal charges or misconduct findings were made against her.

Legacy and Recognition

In October 2025, she received a Lifetime Achievement Award at the Annual Diplomatic Awards hosted by the International Relations Society of Kenya, COMESA and the Konrad Adenauer Stiftung.

The recognition acknowledged her long service in diplomacy, civil service and politics.

Sally Kosgei remains one of Kenya’s most accomplished female public servants. Her career bridges academia, diplomacy, civil service leadership and Cabinet responsibility, leaving a lasting mark on Kenya’s governance history.
