The Prime Minister of Kenya: A Historical Overview

The office of the Prime Minister in Kenya has had a fluctuating history, shaped by the country’s evolving political landscape. The position was first established in 1963 when Jomo Kenyatta became the inaugural Prime Minister of the newly independent Dominion of Kenya. At that time, the head of state was Queen Elizabeth II, represented by a Governor-General. Kenyatta’s tenure as Prime Minister was short-lived, as Kenya transitioned to a republic in December 1964, abolishing the Prime Minister’s office and establishing Kenyatta as President. The role of the Prime Minister was resurrected in 2008 following the post-election crisis. A power-sharing agreement between President Mwai Kibaki and opposition leader Raila Odinga led to the creation of a coalition government, with Odinga appointed as Prime Minister. This arrangement, facilitated by the National Accord and Reconciliation Act of 2008, aimed to bring stability to the country. The Prime Minister’s role was, however, abolished again in 2013 with the implementation of Kenya’s new constitution, which favored a presidential system.

Efforts to reinstate the Prime Minister’s office surfaced through the Building Bridges Initiative (BBI), a constitutional amendment proposal aimed at promoting inclusivity and unity. However, on March 31, 2022, the Supreme Court of Kenya declared the BBI process unconstitutional, halting any amendments that would reintroduce the Prime Minister’s role.

In September 2022, an office resembling the Prime Minister’s, known as the Prime Cabinet Secretary, was established by executive order, marking another shift in Kenya’s political framework.

Jomo Kenyatta (1963–1964)

The Prime Cabinet Secretary of Kenya: A Comprehensive Overview

The position of Prime Cabinet Secretary (PCS) of the Republic of Kenya was established on September 27, 2022, by President William Ruto through a Presidential executive order. Musalia Mudavadi was nominated and officially sworn in as the inaugural Prime Cabinet Secretary on October 27, 2022, at State House, Kenya.

History and Establishment

The PCS role is the highest executive office after the President and Deputy President. President Ruto’s announcement emphasized the importance and seniority of this position within the government structure.

Functions and Responsibilities

The Prime Cabinet Secretary has several critical functions, including:

  1. Assisting the President and Deputy President in coordinating and supervising Government Ministries and State Departments.
  2. Overseeing the implementation of National Government policies, programs, and projects in collaboration with the Ministry responsible for Interior and National Administration.
  3. Chairing and coordinating the National Government’s legislative agenda across all ministries and state departments, and liaising with Party/Coalition Leaders in Parliament.
  4. Facilitating inter-ministerial coordination of cross-functional initiatives and programs.
  5. Supervising the technical monitoring and evaluation of Government policies, programs, and projects across Ministries.
  6. Performing any additional functions as assigned by the President.
Political Significance

The establishment of the PCS position marks a significant development in Kenya’s executive governance, aimed at enhancing the efficiency and coordination of government operations. Musalia Mudavadi, a seasoned politician from the Amani National Congress, holds the position, bringing his extensive experience to the role.
