The Kigumba Petroleum Institute, also referred to as the Uganda Petroleum Institute, Kigumba (UPIK), is a government-owned higher education institution that specializes in training, research, and consultancy in petroleum exploration, recovery, refinement, and utilization.
It is a national center of excellence for oil and gas studies, developed to supply Uganda’s nascent petroleum industry with skilled manpower and to position the country as a regional training hub for petroleum engineering and technology.

Location
The institute sits on a rural campus about 4 miles (6.4 km) north of Kigumba town, along the Kigumba–Karuma Road in Kiryandongo District, Western Uganda.

History
- 2009: Institute founded by the Government of Uganda.
- 2010: First intake of students admitted, focusing on certificate and diploma training in petroleum studies.
- 2011: Government began moves to upgrade the institute into an international petroleum university, with financial backing sought from the World Bank and Irish Aid (US$8 million / UGX 20 billion).
- 2014: Five new internationally benchmarked diploma programs introduced to supply skilled technicians to oil and gas companies.
- 2019: Plans finalized for graduating at least 220 specialized technicians annually, compared to 54 graduates in 2014.
Recent Developments
The institute has undergone a curriculum overhaul to align with global oil and gas industry standards. It collaborates with Ugandan petroleum companies and international partners, ensuring students are trained in both theoretical and practical aspects of petroleum operations.
The long-term plan is to elevate UPIK into a fully-fledged Petroleum University, serving not just Uganda but also the wider East African oil-producing region.

Strategic Role
The Uganda Petroleum Institute Kigumba (UPIK) plays a critical role in preparing Ugandans for the oil boom in the Albertine Graben and beyond. With Uganda moving closer to commercial oil production (Lake Albert Basin projects with TotalEnergies and CNOOC), UPIK ensures that Ugandan technicians, engineers, and managers are trained to international standards rather than relying solely on expatriates.
It is part of Uganda’s broader national oil and gas capacity development strategy, aimed at local content participation and employment generation.
