Steps to Follow:

  1. Obtain Application Form:
    • Visit the Public Service Commission (PSC) headquarters at 2nd Floor, Farmers House, Parliament Avenue, Kampala-Uganda.
    • Alternatively, download the Application for Employment form (PSC 3) from the Public Service Commission website.
  2. Fill the Application Form:
    • Complete the form accurately, indicating clearly the post applied for, which in this case is “Clerical Position”.
  3. Attach Required Documents:
    • Copy of your national identity card.
    • Original academic and professional certificates.
    • Testimonials.
  4. Submit Application:
    • Send the duly filled application form along with the required documents to the PSC headquarters.
  5. Wait for Shortlisting:
    • The shortlisting process will be conducted, and only successful candidates will be contacted. This is typically done via telephone call or email.

  • Original academic and professional certificates.
  • Testimonials.

Eligibility:

  • Uganda Certificate of Education (O level grade) or its approved equivalent.
  • Passes in Proficiency Examination for Clerical Officers.
  • Computer application skills.
  • Any other qualification that may be approved by the Permanent Secretary, Ministry of Public Service.

Fees:

  • The application is free of charge.

Validity:

  • The validity of the application ends upon shortlisting.

Processing Time:

  • The processing time depends on the government’s urgency of filling the position, but it typically takes about three months for shortlisting and interviews.

Instructions:

  • Apply only when the commission has advertised a vacant clerical position.
  • Serving officers should register their personal profiles on the commission’s website before applying for a job.
  • Shortlisted candidates must produce their original identity cards, academic and professional certificates, and testimonials during interviews.
  • Serving officers need to provide the original letter of appointment to their current substantive post before the interview.
  • Complete all sections of the application form in BLOCK letters and submit it to the Secretary, Public Service Commission.

  • Other personal details.
  • Academic qualifications.
  • Professional/technical qualifications/certifications relevant to the post.
  • Relevant courses and training attended lasting not less than one week.
  • Current registration/membership to professional bodies.
  • Brief statement of current duties, responsibilities, and assignments.
  • Employment details.
  • Referees (people who have interacted with you professionally).
  • Declaration.
  • Signature of the applicant.

Need for the Document:

  • The application provides an opportunity to be employed by the Ugandan government as a clerk.

Additional Information:

  • The Public Service Commission is organized into three departments: Guidance and Monitoring, Selection Systems (SSD), and Finance and Administration.
  • According to Article 166 section 1 of the Public Service Commission (Amendment Act 2008), providing false or misleading information to the Commission is punishable by a fine or imprisonment.

By following these steps and providing the necessary documentation, you can apply for a clerical position with the Public Service Commission in Uganda.
