Uganda – Apply for a Duplicate Registration Book/Number Plate Procedure
Steps to Follow Before Application:
- Report to Police:
- Report the lost or stolen number plate or logbook to the nearest police station.
- Obtain a police report.
- Newspaper Advertisement:
- Place an advertisement in a newspaper about the lost number plate or logbook, usually within 14 days of reporting it to the police.
In-Person Application:
- Visit URA Office:
- Go to the Uganda Revenue Authority (URA) Licensing Office with the required documents and fee.
- Obtain and Fill Assessment Form:
- Request an assessment form for the application of the duplicate number plate or logbook.
- Fill in the application form accurately and submit it to the attending official for verification.
- Make Payment:
- Obtain a payment receipt from the URA office.
- Pay the recommended fees at any designated bank using the payment receipt.
- Obtain a bank receipt slip and return to the licensing office with it.
- Receive Duplicate Document:
- If all information is in order, you will be issued with the duplicate registration book within one working day.
Online Application:
- Access URA Web Portal:
- Visit the URA web portal and log in to your account with your TIN and password.
- Navigate to Application Form:
- Under e-services, select “Motor Vehicle Registration” from the menu.
- In the extended menu, select “Applications” and choose “new form.”
- Select “duplicate” as the purpose.
- Fill in Application Details:
- Complete the required details on the first page.
- Proceed to the duplicate page and answer the relevant questions.
- Attach the necessary documents.
- Register Payment:
- Go to the payment details page and click on “Register payment.”
- Select your bank and payment mode, then click submit.
- Print and Pay:
- Print the acknowledgement receipt and payment registration slip.
- Pay at the bank and submit the application and payment slip to the URA Licensing office.
- The book/plate will be processed.
Required Documents:
Duplicate Number Plate:
- Application form for the duplicate plate (signed and stamped if the applicant is non-individual)
- Police report (if the plate was stolen or lost)
- Surrender damaged plate (if applicable)
- Newspaper advert (optional)
- Laboratory report from the CID headquarters (if both plates were lost, optional)
- Copy of the identification number of the applicant
- Payment slip for the duplicate fees
Duplicate Logbook:
- Application form for the duplicate logbook (signed and stamped if company)
- Damaged logbook (if available) or police letter and advert (if lost, optional)
- Copy of the identification document
- Payment slip for the duplicate fees

Eligibility:
- All motorists in Uganda with a vehicle registered by the URA who have lost, had stolen, or damaged their number plate or logbook.
Fees:
- Duplicate Number Plate: UGX 49,000
- Duplicate Logbook: UGX 44,000
Validity:
- The duplicate registration book or number plate is valid as long as the vehicle is registered under the current owner.
Processing Time:
- URA will notify you about your application status within one working day after receiving all the necessary information.
Instructions:
- Report the lost or stolen number plate/logbook to the police and obtain a police report.
- Advertise the lost/stolen number plate or logbook in a newspaper.
- Visit the URA Licensing office and request the duplicate number plate or logbook assessment application form, or apply online.
- Pay the required fees at a designated bank and obtain a bank payment slip.
- Submit the required documents and payment slip to the URA Licensing office for processing.
- For a damaged license plate, return it to the URA office on the agreed date.
Required Information:
- Full name of the owner of the vehicle
- Vehicle registration number
- Details about the vehicle (model, make, color, etc.)
- Surrender damaged logbook or number plate
- Police report
- Newspaper advert copy
- National identification card of the owner (ID card)
- Taxation identification number (TIN)
Need for the Document:
- It is mandatory for all Ugandan motorists to report any lost, stolen, or damaged number plate or logbook to the police and the URA.
- A valid registration book (logbook) proves ownership of a motor vehicle.
