Steps to Follow:

  1. Written Application:
    • Write an application to the National Council for Higher Education (NCHE) to request the granting of a charter. This is applicable to private universities holding a provisional license for not less than three years.
  2. Visit NCHE Offices:
    • Visit the NCHE offices to obtain an application form for a charter certificate.
  3. Fill the Application Form:
    • Complete the application form for the grant of a university charter. Attach all required documents as specified.
  4. Payment of Fees:
    • Pay the application fee of UGX 10,000,000. Ensure to attach the payment receipt to the application form.
  5. Submission:
    • Submit the filled application form along with the required documents to the NCHE.
  6. Evaluation and Inspection:
    • Upon receipt of the application, the NCHE will evaluate it. If the application meets the prescribed standards, an Inspection Committee will be appointed to inquire into the academic, administrative, and social affairs of the university.
  7. Committee Report:
    • The Inspection Committee will submit a report to the NCHE within six months. The NCHE will review the report and make a recommendation to the Minister regarding the accreditation of the university.
  8. Minister’s Submission to the President:
    • Within three months of the recommendation, the Minister will submit the application and recommendation to the President.
  9. Granting of Charter:
    • The President will grant the charter, and it will be published in the Gazette and public print media. The publication signifies the university’s accreditation.

  1. University Details:
    • Name and proposed physical location of the university.
    • Name(s) of the promoters.
    • Vision, mission, objectives, and philosophy.
  2. Governance and Resources:
    • Proposed governance structure.
    • Human resources required.
    • Expected financial resources.
  3. Development Plan:
    • Timetable for achieving the university’s objectives.
  4. Provisional License Information:
    • All information required for the provisional license application.
  5. Draft Charter:
    • Draft charter of the university.
  6. Academic and Administrative Staff:
    • List and qualifications of academic and senior administrative staff.
  7. Student Enrollment:
    • Total number of students enrolled in each program.
  8. Library Facilities:
    • Details of library facilities including size, quality, and equipment.
  9. Financial Resources:
    • Statement of financial resources available, certified by a qualified accountant.
  10. Physical Facilities:
    • Inventory of physical facilities including land.

Eligibility:

  • Any private university holding a provisional license for at least three years is eligible to apply for a charter and accreditation.

Fees:

  • Application Fee for Grant of Charter: UGX 100,000
  • Charter Certificate Fee for Private Universities: UGX 10,000,000

Validity:

  • The charter remains valid as long as the university continues to exist.

Processing Time:

  • The processing time for a university charter ranges from six months to a year.

Required Information:

  1. Full name and contact details.
  2. Business plan and related information.
  3. Identity number and citizenship details.
  4. Audited financial statements or forecasts.
  5. Detailed information about the university, including mission, vision, location, and niche.

Importance of the Charter:

  • The charter signifies that the university offers quality higher education recognized globally, ensuring it meets set standards and provides internationally recognized merit.

By following these steps and ensuring all required documents and fees are in order, a private university in Uganda can successfully apply for a charter certificate.
