Functions Of IEBC In Kenya

The Independent Electoral and Boundaries Commission (IEBC) plays a critical role in Kenya’s democratic process. Established in 2011 under Article 88(1) of the Kenyan Constitution, the IEBC is tasked with several key responsibilities to ensure fair and transparent electoral processes. Here are the main functions of the IEBC:

Key Functions of IEBC

  1. Conducting Elections and Referenda: The IEBC is responsible for organizing, managing, and supervising referenda and elections for all elective public bodies and offices within the constitution, as well as any other elections stipulated by an Act of Parliament.
  2. Voter Registration: This includes continuous registration of voters and regular updates and revisions to the voter roll to ensure its accuracy.
  3. Voter Education: The IEBC provides education to the citizens of Kenya on electoral processes to ensure informed participation.
  4. Delimitation of Electoral Boundaries: The commission undertakes the delimitation of constituencies and wards to facilitate equitable representation.
  5. Regulation of Political Parties: This involves overseeing the registration of political parties and their candidates for elections.
  6. Monitoring Electoral Finances: The IEBC regulates the amount of money that may be spent by or on behalf of candidates and parties during elections.
  7. Settling Electoral Disputes: The commission handles disputes related to electoral processes and nominations, though it does not deal with disputes post the declaration of election results.
  8. Development of Electoral Codes of Conduct: The IEBC develops and enforces codes of conduct for candidates and parties involved in elections.
  9. Observation and Monitoring of Elections: The IEBC facilitates the observation, monitoring, and evaluation of elections, ensuring that all processes comply with legal and ethical standards.

Structure and Contact Information

The IEBC operates through a professional secretariat based in Nairobi, with offices across all Kenyan counties. It comprises various directorates and departments, each spearheaded by qualified personnel to manage its extensive duties effectively.
