Recalling an MCA commences with the filing of a petition with the Independent Electoral and Boundaries Commission (IEBC). The petition must:
- Be in writing and signed by a registered voter from the ward represented by the MCA.

- Include a list of names representing at least thirty percent of registered voters in the ward, along with their signatures, addresses, and identification details.
- Be accompanied by the prescribed fee for an election petition.

Upon receiving the petition, the IEBC verifies the list of names within thirty days. If satisfied, the Commission issues a notice of recall to the County Assembly Speaker within fifteen days.
Subsequently, the IEBC conducts a recall election within ninety days of publishing the recall question. The question is framed to elicit a “yes” or “no” response, with symbols assigned to each option.
Voting takes place by secret ballot, and a simple majority decides the recall. If the recall is successful, a by-election is conducted in the affected ward to fill the vacancy.
