If you’ve ever tried to register a Safaricom SIM card in the evening, you may have hit an unexpected wall. By 7 PM, most Safaricom agent outlets across Kenya stop processing new SIM registrations—a policy that might seem inconvenient but is rooted in serious security concerns.

This timing restriction is part of Safaricom’s strategy to combat the rising threat of SIM swap fraud, one of the most dangerous and rapidly growing forms of digital identity theft.


The Real Reason Behind the 7 PM Cutoff

According to Safaricom, fraudulent SIM registrations were disproportionately occurring in the evening, when oversight is reduced and verification standards may lapse. By limiting new SIM registrations to daytime hours, the company minimizes the risk of criminals exploiting weaker vetting during off-hours.

After 7 PM, only official Safaricom Customer Care Shops—not agent outlets—can carry out SIM card registrations. These shops typically operate until 7 PM themselves, effectively halting all public SIM registration overnight.

This policy ensures that any late-day registrations occur under direct Safaricom supervision, reducing the risk of unauthorized or fraudulent activity.

What Is SIM Swap Fraud—and Why Is It So Dangerous?

SIM swap fraud occurs when a fraudster uses stolen personal data to impersonate a mobile user and requests a new SIM card tied to the victim’s number. Once the swap is successful:

  • The original SIM is deactivated.
  • The criminal gains control of the victim’s phone number.
  • All SMS-based one-time passwords (OTPs) are routed to the attacker.

This allows fraudsters to:

  • Access online banking and transfer funds.
  • Hijack email and social media accounts.
  • Lock victims out of their own digital lives.

Victims often only discover the attack after their bank accounts are emptied or social accounts are compromised—too late to prevent major damage.

How Safaricom Is Strengthening Telecom Security

The 7 PM SIM registration rule is just one layer of Safaricom’s larger anti-fraud strategy.

In 2024, Safaricom introduced geo-locking technology to manage agent activity more closely. The feature automatically disables M-Pesa tills that are operated outside their registered geographical zones, directly addressing common fraud tactics.

Since implementing geo-locking:

  • Cases of till misappropriation and fraud dropped to zero.
  • Agent compliance with regulatory policies significantly improved.

Safaricom continues to enhance its systems to protect customer data, prevent financial fraud, and strengthen the integrity of its agent network.
