Individuals and businesses may submit a request to the Land Transport Licensing Department at the Ministry of Transport (MOT) to issue a preliminary approval for renting cars and limousine with or without a driver. Licensing Terms and Procedures as Per the Law (Natural Person):
- Hold Qatari nationality
- Have no final ruling issued against him/her in a crime against honor or trust, nor having declared bankruptcy, unless the person has been rehabilitated
- Be registered in the commercial registration
- Have all terms defined in the executive regulation for land transport as well as technical and administrative means of transport met by the person requesting the license
Licensing Terms and Procedures as Per the Law – Legal Person (Companies):
- Be a Qatari company established as per Commercial Companies Law
- Have a land transport activity specified in the articles of association and the commercial registration
- Have no history of declared bankruptcy by final ruling
- Have all terms defined in the executive regulation for land transport as well as technical and administrative means of transport met by the person requesting the license
MOT gives approval for the activity during the incorporation stage or adds an activity to the registry and commercial license.
It is noteworthy that the second classification relates to car rental or limousine service.
Offline Instructions
- Download and fill out the paper form, then submit it by email to the Land Transport Licensing Department at MOT or attend in person to MOT premises.
- Attach the following documents:
- Company Name Reservation Certificate from the Ministry of Commerce and Industry
- Copy of QID card
- Copy of commercial registration
- Signed acknowledgment of the requirements of the Land Transport Licensing Department for limousine and car rental activities.
