Pavel Durov, the billionaire founder of Telegram, has been granted temporary permission to leave France, allowing him to return to Dubai. However, he is expected to return soon as he remains under investigation for allegedly facilitating organized crime through his messaging platform.
A Conditional Departure
Durov’s departure was authorized by an investigating judge who granted him permission to leave France for “several weeks,” according to sources familiar with the case. He took the opportunity to travel back to Dubai, where Telegram’s headquarters is located.
On his personal Telegram account, Durov confirmed his departure and expressed gratitude toward the French judiciary for allowing him to leave, as well as his legal team for advocating on his behalf.
“As you may have heard, I’ve returned to Dubai after spending several months in France due to an investigation related to the activity of criminals on Telegram. The process is ongoing, but it feels great to be home.”

The Charges Against Durov
Durov, who is one of the most influential figures in the tech world, was detained at Le Bourget airport near Paris in August 2024 in what was seen as an unprecedented move against the founder of a major social media platform.
French authorities allege that Telegram has been used as a tool by extremist groups and criminal organizations due to its encrypted messaging system, which allows users to communicate with relative anonymity. The charges against Durov include:
- Failure to prevent extremist and terrorist content on Telegram
- Enabling organized crime through the platform’s lack of moderation
After his arrest, he was released on €5 million ($5.6 million) bail and was initially prohibited from leaving France. However, his legal team worked to secure permission for him to travel temporarily.

Telegram, with over 900 million active users, has long been a preferred platform for those seeking secure communications. Governments worldwide have criticized its encrypted and private messaging features, arguing that they make it difficult to monitor illicit activities.
