Uganda National Council for Higher Education

The Uganda National Council for Higher Education (UNCHE) plays a critical role in shaping the landscape of higher education in Uganda, the third-largest economy in the East African Community. Established under the Universities and Other Tertiary Institutions Act of 2001, UNCHE is a semi-autonomous government regulatory agency tasked with ensuring that institutions of higher learning maintain high standards of education and operations.

Location

The headquarters of UNCHE is strategically located at Plot M834, Kigobe Road, in the Kyambogo area, which is approximately 9 kilometers northeast of Kampala’s central business district. This location places it in the heart of Uganda’s educational hub, making it accessible for its major stakeholders. The geographical coordinates are 00°21′29″N 32°37′33″E.

UNCHE was established by an act of parliament in 2001 to address the growing need for regulatory oversight in higher education. Its creation marked a significant step in the government’s effort to ensure that higher education institutions in Uganda meet the requisite academic and operational standards.

UNCHE’s mandate covers a broad spectrum of responsibilities, crucial among them being:

  • Licensing and Accreditation: UNCHE licenses new universities and other higher education institutions. It grants provisional or permanent accreditation, which can be revoked if institutions fail to meet required standards.
  • Quality Assurance: The council monitors the performance and compliance of licensed institutions to ensure they adhere to established quality standards.
  • Guidance and Support: UNCHE provides guidance on the establishment of new institutions and supports existing ones to improve the quality and relevance of education offered.

The governance structure of UNCHE includes a board of directors responsible for policy direction and a management team that handles the day-to-day operations. The current chairman of the board, as of 22 March 2019, is Professor Elly Katunguka, who is also the Vice Chancellor of Kyambogo University. His leadership is instrumental in bridging the gap between academic institutions and regulatory policies, ensuring that the educational standards are both rigorous and globally competitive.
