Shadrack Maluki, the current First Vice President of the National Olympic Committee of Kenya (NOC-K) and President of the Kenya Judo Federation, has formally launched his bid to become the next NOC-K President. His campaign will run under the banner “New Dawn Fresh NOCK”, signaling a forward-looking leadership shift in Kenyan Olympic sport governance.
Maluki seeks to succeed Dr. Paul Tergat, a two-time Olympic silver medalist, who is stepping down after completing the constitutionally allowed two four-year terms.
A Vision to Transform, Empower, and Inspire

In unveiling his manifesto, Maluki outlined three guiding pillars for his presidency: Transform, Empower, and Inspire. He pledged to build on the foundation laid during his tenure as First Vice President and to protect Kenya’s recent gains on the Olympic stage.
“We’ve transformed NOCK into a modern sports institution under Dr. Tergat. These achievements are what I want to preserve and elevate over the next four years,” Maluki stated.
He further emphasized the need for holistic youth development, greater inclusivity, and a commitment to building a unified Olympic movement in Kenya.
Five-Point Action Plan
Maluki’s plan features five key service areas:
- Athlete-Centred Governance
- Leadership with Integrity, Inclusivity, and Prosperity
- Empowerment and Innovation
- Financial Stability and Sustainability
- Institutional Unity Among Federations
Describing himself as a former international athlete and loyal administrator, Maluki noted,
“I’ve worn the shoes of an athlete. I know what it takes and will serve with ease, dedication, and gratitude.”

Election Date and Voting Structure
The NOC-K elections were initially scheduled for 24 April but postponed and are now slated for 19 June 2025. A total of 25 NOC-K affiliate federations and four special category voters—including IOC member Paul Tergat, Pauvi Rawal, and athletes Humphrey Kayange and Hellen Obiri—will cast their ballots.
Maluki becomes the second official presidential contender, following the earlier declaration by current NOC-K Secretary General Francis Mutuku.
