The Kampala Capital City Authority (KCCA) is the government agency responsible for the administration and management of Kampala, the capital of Uganda. Established in 2011 by an act of Parliament, KCCA replaced the former Kampala City Council (KCC) to bring the affairs of the capital directly under the supervision of the central government of Uganda.
Location
KCCA headquarters are located on Nakasero Hill, in the central business district of Kampala, adjacent to the Uganda Parliament Building. The complex’s main entrance is on Kimathi Avenue, off Parliament Avenue.

Overview
- The office of Executive Director replaced the former city clerk as the top administrative position, reporting directly to the Minister for Kampala Capital City Authority Affairs.
- The Lord Mayor, previously the executive political leader of Kampala, now serves largely a ceremonial role.
- The KCCA Council includes both elected representatives and appointed professionals from statutory bodies such as the Uganda Institute of Professional Engineers, the Uganda Society of Architects, the Uganda Medical and Dental Practitioners Council, and the Uganda Law Society.

Kampala is divided into five divisions, each headed by an elected mayor:

- Lubaga Division – Mberaze Mawula Zacchy
Staff
As of 2019, KCCA employed 1,113 staff, including 391 permanent employees appointed by the Public Service Commission.
Recent Developments
- Urban Transport: In 2015, KCCA partnered with Rift Valley Railways to pilot a commuter rail service for Kampala and its suburbs. Additionally, Uganda signed an MoU with China to construct a 35 km elevated light rail system in Kampala.
- Municipal Finance Reforms: Through digitalization, staff restructuring, and citizen-focused service delivery, KCCA increased own-source revenue from UGX 30 billion (US$8.2 million) in 2010/11 to UGX 90 billion (US$25 million) in 2018/19.
