How To Book NTSA Motor Vehicle Inspection Through eCitizen. In Kenya, ensuring your vehicle complies with safety standards is crucial. The National Transport and Safety Authority (NTSA) mandates regular inspections for all vehicles. This process, aimed at minimizing accidents and breakdowns, involves:

  1. Understanding: Vehicles over four years old require inspections at intervals determined by Parliament’s Traffic (Amendment) Bill.
  2. Booking: Visit the NTSA TIMS portal (<invalid URL removed>). Log in, select “Motor Vehicle Inspection”, and click “Payment of Inspection Booking”.
  3. Choosing: Specify your vehicle and reason for inspection, select notification method and plate format.
  4. Preparing: Upload PDFs of your logbook and old plates, choose a collection center, and pay the Ksh. 3,050 fee.
  5. Awaiting: Receive a collection notification via SMS upon completing the process. Remember to surrender your old plates when collecting the new ones.

By following these steps, you’ll contribute to safer roads while keeping your vehicle compliant with NTSA regulations.

How To Book NTSA Motor Vehicle Inspection In Kenya

Motor vehicle inspection booking and payment processes are through the E-Citizen platform. Application fee of Ksh.1050 is paid via E-Citizen upon generation of a system invoice.

  • Log into the E-Citizen account
  • Select NTSA service portal which is a new tab in the section
  • Select the motor vehicle and click on view
  • Click motor vehicle services, then select inspection type
  • Submit to pay for inspection then click on complete
  • Click on book now and select the preferred center and date
  • Click on complete booking
  • Go to application history to download and print receipt and booking slip
  • Carry the booking slip and payment slip for inspection

NOTE:

  1. Vehicle inspection check forms have been abolished with inspectors now using tablets in verification.
  2. Motorists now spend less than 20 minutes at a vehicle inspection centre due to new measures put in place by the National Transport and Safety Authority to ensure efficiency.
  3. The steps involved in the internal processes have also been reduced to 9 from the previous 25.
  4. To promote transparency picture attachments of vehicles presented to NTSA are uploaded into the system by the inspector as part of the validation process.
  5. Upon inspection, NTSA issues an E-sticker which applies to all commercial and public service vehicles.
  6. Verification of the inspection validity is through the NTSA mobile app.
  7. Once the inspection process has been completed, results are automatically updated on the NTSA mobile App for verification by law enforcers.
  8. In a scenario where a vehicle fails the inspection, owners are given 13 days to correct the defects observed and present them for re-inspection at no additional costs.
  9. New parameters including conformance with the Passenger Vehicle Body Construction ( KS372:2019) and Maximum Road Speed Limiters for Motor Vehicles ( KS 2295:2018) have been incorporated into the process to ensure safety compliance.

  • Front and Rear Position Lamps
  • End Outline Marker Lamps
  • Registration Plate Lamps
  • Stop Lamps
  • Direction Indicators and Hazard Warning Lamps
  • Rear Reflectors
  •  Audible Warning (Horn)
  • Headlamps
  • Headlamp Aim
  • Electrical Wiring and Battery

(b) Steering and Suspension system. This includes the following

  • Steering Control
  • Steering System
  • Power Steering
  • Front Suspension
  • Wheel Bearings and Drive Shafts
  • Rear Suspension and Wheel Bearings
  • Shock Absorbers

(c) Brakes system

(d) Tyres and Road Wheels

(f) Body, Structure and General items

  • Vehicle Structure
  • Body and General Items
  • Seats and Doors
  • Registration Plates and Vehicle Identification Number
  • Load Security, Spare Wheel and Carrier
  • Towbars
  • Speedometer
  • Hazard warning kit

(g) Exhaust, Fuel and Emissions

  • Exhaust System
  • Fuel System
  • Exhaust Emissions-Spark Ignition
  • Exhaust Emissions-Compression Ignition

(h) Drivers View of the Road

  • Side mirrors and rearview mirrors.
  • Wipers and Washers
  • Windscreen
  • Bonnet

2. The following parts of a commercial vehicle shall be inspected during an inspection:

  • Those parts of a motor vehicle referred to in subsection (1)
  • Speed limiter
  • Fire extinguisher
  • Headache Rack
  • Load securement device
  • Underride protection devices
  • Retro-reflective markings.

(3) The following parts of a Public Service Vehicle shall be inspected during a periodic inspection

  • Those parts of a motor vehicle referred to in subsection (1)
  • speed limiter
  • fire extinguishers
  • emergency door indicator
  • signs and lettering
  • first aid kits
  • service and emergency doors
  • step well

(4) The following parts of a trailer or converter dolly shall be inspected during a periodic inspection:

  • Those parts of a motor vehicle referred to in subsection (1)
  • Brakes (if so equipped
  • coupling devices and towing connections
  • frame and cross-members
  • glazing (if so equipped)
  • landing gear (if so equipped)
  • retro-reflective markings
  • load securement devices
  •  underride protection devices.

(5) The following parts of a motorcycle shall be inspected during a periodic inspection:

(a) Those parts of a motor vehicle referred to in subsection (1)

  • frame and forks
  •  handlebars
  •  footrests
  • chain, belt or drive-shaft protection

NTSA Booking Motor Vehicle Booking Fees 2024

Motorists are required to book vehicle inspection and payment processes through the E-Citizen platform by paying an application fee of Ksh 1,050.

NTSA Re-Inspection Test

Where a vehicle fails an inspection, the owner shall cause all necessary repairs to be made. Within fourteen days of the date of rejection, the owner shall return the vehicle for re-inspection to the same centre at no extra cost. If the owner of a vehicle requiring re-inspection exceeds fourteen days or goes to a different inspection centre, the owner shall be liable for the payment of the prescribed inspection fee.

Inspection Report and Certificate

An inspection report and certificate shall be issued when a motor vehicle or a trailer passes an inspection. If a motor vehicle or a trailer does not pass an inspection shall be issued with a defects inspection report. Operating a vehicle without a valid inspection certificate is an offence, and law enforcement personnel are advised to take necessary action.
