Who is a Returning Resident in Kenya?
A returning resident is any Kenyan citizen relocating back to Kenya after living abroad. Whether you’re coming home permanently or after a long period of stay overseas, it’s important to understand the customs exemptions and importation conditions provided for by law.
Duty-Free Exemptions for Returning Residents
If you are a returning resident to Kenya, you are allowed to import your personal and household items, including one motor vehicle, duty-free—as long as certain conditions are met.
Conditions for Duty-Free Eligibility:
- Proof that you lived outside Kenya
- Goods must be imported within 3 months of arrival (extension up to 12 months may be granted)
- Goods must be personal effects or household items used abroad
Note: Any goods not covered by the exemption will attract customs duties and taxes at the applicable rates.
Duty-Free Importation of Motor Vehicles
Returning residents may import one motor vehicle duty-free, but the vehicle:
- Must not be a commercial vehicle (i.e., no buses with seating over 13 passengers or trucks over 2 tonnes)
- Must have been used by the owner abroad for at least 12 months (excluding shipping time)
- Must be owned and registered in your name for at least 12 months before importation
- If bought on hire purchase, first payment and delivery must have occurred 12+ months before import
Replacement of Left-Hand Drive Vehicles
If you’re coming from a country that uses left-hand drive (LHD) vehicles, you may replace it with a right-hand drive (RHD) vehicle sourced elsewhere.
To qualify:
- The replacement vehicle’s value must not exceed the value of the original LHD vehicle
- You must show proof of ownership and use of the LHD vehicle for at least one year
- Provide evidence of disposal (sale or transfer) before relocating to Kenya
Required Documents for Exemption Processing
To successfully claim your exemptions, prepare the following:
- Original passport (if issued in last 2 years, submit old one too)
- Original residence visa or work permit
- KRA PIN Certificate
- Bill of Lading or Air Waybill
- Valued inventory list (3 signed copies, itemized per box)
- Packing list
- Letter of authority nominating a licensed customs clearing agent
