How to Apply for Plot or Real Estate Development in Qatar. Qataris, the different municipalities as well as the public and private entities may submit a request to the Urban Design Section of the Urban Planning Department to examine the possibility of developing plots (real estate/ vacant plots) upon the approved planning terms.
