The sugar industry is one of Uganda’s most important agro-industrial sectors. It provides employment, supports rural economies, and contributes significantly to the country’s exports. Over the past two decades, the sector has expanded, with both large and small factories increasing production to meet domestic demand and regional trade.
Uganda’s sugar manufacturers are licensed and regulated by the government, with production concentrated in regions such as Busoga, Masindi, Hoima, and northern Uganda. The industry is divided into large-scale sugar producers and small or emerging manufacturers.
Large Sugar Manufacturers in Uganda
The established large-scale sugar producers dominate the industry, both in production and market share:
- GM Sugar Uganda Limited
- Kakira Sugar Works – Part of the Madhvani Group, the largest producer in Uganda.
- Kinyara Sugar Works Limited – A major manufacturer based in Masindi District.
- Sango Bay Estates Limited
- Sugar Corporation of Uganda Limited (SCOUL) – Part of the Mehta Group, based in Lugazi.
Small and Emerging Sugar Manufacturers
To address past sugar deficits, the Ugandan government licensed a number of smaller producers. These factories are spread across different districts:

National Sugar Production
- 2014: 438,400 metric tonnes.
- 2020: 550,000 metric tonnes, with 370,000 consumed locally and 180,000 surplus.
- 2022: Estimated at 600,000–822,000 metric tonnes annually, with about 220,000 tonnes available for export. Of this, 720,000 tonnes were brown table sugar and 102,000 tonnes were industrial white sugar.
Exports and Regional Markets
Uganda produces more sugar than it consumes, leaving a consistent exportable surplus. However, trade restrictions by neighbors such as Kenya, Rwanda, and Tanzania have occasionally created stockpiles within Uganda. As a result, the country is expanding into alternative markets like Burundi, South Sudan, Zambia, Ethiopia, and the Democratic Republic of Congo.
Importance of Sugar Manufacturers in Uganda
The sugar manufacturers in Uganda contribute to:
- Employment: Tens of thousands of jobs, particularly in rural areas.
- Industrial Growth: Supporting industries such as packaging, transport, and ethanol production.
- Exports: Foreign exchange earnings through regional sales.
- Energy Generation: Some manufacturers, such as Kakira and SCOUL, also generate electricity from bagasse.
With rising demand across East and Central Africa, Uganda’s sugar industry is poised for further growth, though trade barriers remain a challenge.
