The telecommunications industry in Uganda has grown rapidly, making it one of the most competitive sectors in East Africa. As of 2022, Uganda had over 30.6 million active telephone lines, according to the Uganda Communications Commission (UCC). With a mid-year population of 44.2 million, this represented 69 active lines per 100 people or 80 percent penetration among Ugandans aged 15 and above.
The mobile network operators in Uganda provide not only voice and data services but also mobile money, fintech, and digital innovations that have transformed commerce and communication nationwide.
Major Mobile Network Operators in Uganda
- MTN Uganda – Established in 1998, MTN is Uganda’s largest operator. By December 2021, it had 16.7 million subscribers with a 47.5% market share. MTN is widely known for its MTN Mobile Money (MoMo) platform, data bundles, and nationwide coverage.
- Airtel Uganda – The second-largest operator, Airtel provides extensive 4G coverage and mobile money services. Together with MTN, Airtel dominates the telecom market in Uganda.
- Talkio Mobile – A newer entrant offering affordable data and voice services, particularly targeting youth and urban markets.
- UTel (Uganda Telecom Limited) – The oldest telecom operator, state-owned, undergoing restructuring to compete with private players.
- Hamilton Telecom – Operates niche services in selected regions.
- Lycamobile Uganda – Part of the global Lycamobile group, launched to provide competitive rates, especially for international calls and migrant communities.
- Roke Telkom Uganda – Primarily an Internet Service Provider (ISP), offering wireless broadband and mobile services.
Note: K2 Telecom, originally Buganda Kingdom’s operator, now operates under Airtel Uganda’s infrastructure.

- MTN Uganda – 16.7 million customers (47.5%)
- Airtel Uganda – Second largest, with a significant share close to MTN.
- UTel, Lycamobile, Roke Telkom, Smile Telecom – Combined minority share.

When Africell exited Uganda in October 2021, around 3.3 million subscribers were redistributed among MTN, Airtel, and smaller operators.
Internet & Mobile Penetration in Uganda
- March 2017 – Uganda had 13 million Internet users, a 31.3% penetration rate.
- September 2020 – Internet users rose to 20.1 million, a 48.3% penetration rate.
- March 2022 – UCC reported 30.6 million active mobile lines, representing 80% penetration among adults.
The steady rise of mobile Internet, combined with the popularity of mobile money, has made telecom operators central to financial inclusion and digital transformation in Uganda.
