The Information and Communications Technology Authority (ICTA) has opened a procurement process for the provision of broadband internet capacity to government sites in rural areas as part of the Kenya Digital Economy Acceleration Project. This initiative is a key step towards enhancing internet access in remote areas of the country.

ICTA has officially called for bids from industry players who can help provide internet services to government sites located in rural Kenya. The framework agreement allows for both single and multiple bids, though it is important to note that contracts are not guaranteed. Instead, the selection process will be handled independently, with each contract awarded on a separate basis.
Procurement Details
The agreement, valid for three years with a possibility of a two-year extension, will be open to non-consulting services. This is part of the Kenya Digital Economy Acceleration Project, which aims to close the digital gap by expanding internet access to underserved regions, ensuring inclusive growth and fostering digital transformation.
The bidding process will follow World Bank procurement rules and will use a two-envelope system. The first envelope will contain technical proposals, while the second will hold financial proposals. Bidders can submit offers for one or more items within the project, with an evaluation based on 80% technical factors and 20% cost.
Submission and Opening of Bids
Interested parties can download the tender documents for free from the ICTA and Public Procurement websites. All completed bids must be submitted to ICTA by 10:00 AM (EAT) on October 1, 2025.
On the submission day, technical bids will be opened at Teleposta Towers, Nairobi, while financial bids will remain sealed until the second opening session.
