How to Apply for Business Licensing of Printed Press in Qatar. This service allows companies to submit a request to obtain a license to a newspaper, magazine, or publication that is issued with the same name periodically on regular or irregular times, including news, press and media reports, and there is an editor-in-chief, via the E-Services portal of the Ministry of Culture (MOC).

License Duration: one year

Online Instructions

• Click on “Publications and Artistic Works Services” under E-Services portal available on MOC website.
• Click on “License Request to Operate Press Card” from the list of services.  
• Login by using your personal account on the National Authentication System (NAS, Tawtheeq). 
• Attach the following documents:
  • QID copy of license owner and partners
  • QID copy of responsible manager
  • Copy of valid bank guarantee of QR2000 
  • Certificate of trade name preservation (in case of new request)
  • Business study that a company will undertake, signed by the owner of company or person authorized to sign with a company’s seal (in case of new or re-issue request)
  • Certificate of proof of authorization to sign, in case of entering as a delegate or authorized to sign (Optional)
  • Commercial registration copy (in case of renew or re-issue request)
  • Municipality’s license copy (in case of renew or re-issue request)
  • Establishment ID copy (in case of renew or re-issue request)
  • Lease contract copy (in case of renew or re-issue request)
  • Decision to establish a company (in case a facility is a public utility company)
  • Disclosure of the heads of the Board of Directors (in case a facility is a public utility company)
• Submit the application.
