The Uganda National Roads Authority (UNRA) is a critical government agency responsible for the development and maintenance of national roads across Uganda. It was established in 2006 and became operational on July 1, 2008, under the Uganda National Roads Authority Act.
Location
UNRA’s headquarters are located at the UAP Nakawa Business Park, 3-5 New Port Bell Road, Nakawa Division, Kampala. This strategic location facilitates the management of national road networks effectively.
Functions and Responsibilities
UNRA is tasked with several key responsibilities:
- Development and Maintenance: UNRA oversees the construction and maintenance of national roads to ensure safe and efficient transportation.
- Contractor Selection and Supervision: It is responsible for selecting contractors and supervising road construction projects to ensure quality and compliance with safety standards.

The agency is governed by a board of directors, with a Chairman and an Executive Director overseeing its operations. The current Executive Director, Allen Kagina, has initiated significant reforms to improve efficiency and transparency within UNRA.

In response to past challenges, including corruption and inefficiencies, UNRA has undergone significant restructuring under the leadership of Allen Kagina. This includes re-advertising all staff positions to ensure a more competent and accountable workforce.
