National cereals and Produce Board is a State Corporation that was established in 1985 through an Act of Parliament (Cap 338). It is a Statutory Board under the Ministry of Agriculture, Livestock, Fisheries, and Cooperatives. It was formed by the amalgamation of The Maize and Produce Board and The Wheat Board on 1st July 1979.
The National Cereals and Produce Board (NCPB) plays an important role in the country, as an agent of the government in the procurement, management, and distribution and sale of Strategic Food Reserves (SFR) and Famine Relief Stocks. The Board also handles subsidised fertiliser on behalf of the government, and trades commercially in grains, provides grain post-harvest services, deals in farm inputs like seeds, and offers clearing and forwarding services.
The history of the NCPB can be traced back to 1939. The colonial government wanted an agency that would be in charge of all foods and marketing of produce and established the Maize and Produce Control. The MPC continued with this mandate but under different names until Kenya’s independence.
“The predecessor of today’s Board was established immediately after Kenya received its independence in 1964, with the task of ensuring that the country’s grains are marketed appropriately and the farmers get value for money,” says Managing Director Joseph Kimote.
He explained that the institution was amalgamated with the Wheat Board and the Maize and Produce Board in 1979 to form the National Cereals and Produce Board. The merger got legal backing through an Act of Parliament (Cap 338) in 1985, making the institution a Statutory Board under the Ministry of Agriculture, Livestock, Fisheries, and Cooperatives. Since then, the Board has further developed to make sure that it reflects Kenya’s needs in terms of food reserves.
NCPB trades commercially in grains, provides grain post-harvest services, deals in fertilizer and other farm inputs like seeds, and offers clearing and forwarding services. It is an agent of the Government in the procurement, management, and distribution of Strategic Food Reserves (SFR) and Famine Relief Stocks. The National Cereals and Produce Board Act establishes and defines the functions of the National Cereals and Produce Board (NCPB) in Kenya.
Corporate social responsibility
National Cereals and Produce Board (NCPB) continues to dedicate part of its profit to corporate social responsibility activities aimed at enhancing the livelihoods of those in needs. NCPB has strategically implemented CSR which has enhanced the Board’s image thereby creating great public goodwill from Kenyans. CSR is about capacity building for sustainable livelihoods. It respects cultural differences and finds the business opportunities in building the skills of employees, the community and the government”, In a nutshell, CSR is about business “giving back to society. The Board strives to conduct its business in a way that minimizes environmental impact as well as promoting positive interaction with the community in accordance with sound ethical standards. This brings benefits to all concerned and is in line with the “Social Pillar” of Vision 2030, which calls for “a modern, fair, socially inclusive and equal society supported by a productive and prosperous economy”. NCPB focuses on various activities aimed at making positive impact on various communities while creating a cordial relationship and raising the organization’s profile. Areas of focus included environmental conservation, Health, support to sporting activities, education and social welfare
NCPB Mandate
- To trade commercially in agricultural commodities like grains and farm inputs.
- Offer grain post-harvest services like drying, cleaning, storing, warehousing, fumigation, weighing, bagging and other related services to farmers and other interested parties at affordable rates.
- To manage National Food Reserves (NFR) on behalf of the government.
- Organise and co-ordinate activities of the Food Balance Sheet Committee (FBSC).
- Provide logistics support services on food security issues.
- Carry out market intervention on behalf of the government for grains and farm inputs.
The Functions Of The National Cereals And Produce Board
National Cereals and Produce Board (NCPB) is governed by the Board of Directors which is responsible for ensuring professional standards and corporate values, systems and controls are put in place, as well as ensure key policies are formulated and implemented. The functions of the Board are to:
a) Provide effective leadership and collaborate with the Executive management team in:
Articulating the organization’s values, vision, mission and strategies
Developing strategic (direction) plans and ordering strategic priorities including the strategic plan, performance contract, annual budget, procurement plan, training plans and media plans.
Maintaining open lines of communication and promulgating through the organization and with external stakeholders the values, vision, mission and strategies.
Developing and maintaining an organization structure to support the achievement of agreed strategic objectives
b) Monitor the performance of the CEO against agreed performance indicators
c) Review and agree the business (action) plans and annual budget proposed by the Executive management team
d) Monitor the achievement of the strategic and business plans and annual budget outcomes
e) Establish such committees, policies and procedures as will facilitate the more effective discharge of the Board’s roles and responsibilities
f) Ensure, through the Board committees and others as appropriate, compliance obligations and functions are effectively discharged
g) Initiate a Board self-evaluation program and follow-up action to deal with issues arising and arrange for directors to attend courses, seminars and participate in development programs as the Board judges appropriate
h) Ensure that all significant systems and procedures are in place for the organization to run effectively, efficiently, and meet all legal and contractual requirements
i) Ensure that all significant risks are adequately considered and accounted for by the Executive management team.
j) Ensure that organization has appropriate corporate governance structures in place including standards of ethical behavior and promoting a culture of corporate and social responsibility.
NCPB Board comprises of the Chairman, five (5) independent Directors and the Principal Secretary under the State Department of Special Program; Principal Secretary under the State Department of Agriculture and Principal Secretary National Treasury, and their respective Alternates.

BUYING PROCEDURE
- Registration of farmers is the work of Agricultural Officers at Sub County and Ward levels. Farmers who are not registered will not access fertiliser.
- A registered and vetted farmer will the be issued with an official form by the vetting committee indicating the crops he/she grows and the quantity of fertilizer he/she needs to buy on the size of land prepared for planting and the available fertilizer as per allocation on the distribution list.
- Forms of authorization signatories of the officers vetting farmers shall be availed to the NCPB Regional Manager and Depot Manager in the locality in advance so that the the Depot/Silo Manager can authenticate the signature on the vetting forms to confirm if they are genuine.
- Forms MUST be filled in full, verified by vetting committee. Half filled form will not accepted by NCPB personnel and will be referred back to the vetting committee for fresh vetting.
- After verifying the form is genuine, the depot/silo manager shall confirm the availability of stock in the store and if adequate, endorses and stamps the voucher and indicates the account number and the bank or Mpesa till number as the case might be.
- Farmer shall proceed to deposit the cash or pay via Mpesa.
RELEASE OF FERTILISER
- Deposit/silo manager shall confirm the slip and Mpesa transactions using online statements and authorize on the deposit slip attached with fully processed voucher and the farmer’s identity cards.
- Cashier raises a prepaid sales order for the approved quantity.
- Farmers endorses all provisions of sale documents without fail.
- Cashier MUST confirm that the ID, the farmers photograph and other details match.
- Stores clerk after receiving the green copy of sales order from the cashier will proceed to raise customer dispatch advice (CDA) for prepaid sales order or invoice dispatch advice (IDA) for credit sales order(CSO).
- Customer (Farmer) must sign the customer dispatch advice CDA as provided to confirm having collected the subsidized fertiliser.
FARMERS COOPERATIVES SOCIETIES
1. All the cooperative societies wishing to access subsidized fertilizers must be legally registered
2.Respective members must also be registered farmers in MOAL&F database fully verified and confirmed
3. The cooperative society’s fertilizer requirements will be rationalized by the county to ensure equity in considerations of quantities and types available in NCPB depots as per the allocation.
4. The rationalized quanties by the counties shall be forwarded to the MOAL&F for approval by the principal secretary.
5. The initialized quantities once approved in the permanent secretary will be forwarded to NCPB head office for onward transmission to the depots/silos for implementation.
Kenya Storage Assessment
Storage facilities in terms of capacity are generally not a problem in Kenya as the National Cereals and Produce Board (NCPB) have conventional warehouses; both in the producing agricultural districts as well as the more marginal pastoralist areas and NCPB conventional warehouses are present at 118 locations across Kenya.

The NCPB has 118 storage facilities, 9,000 – 18,000mt capacity (29,700 to 79,200 Mt for silos), 1,842,345 Mt capacity in total. They are not bonded.
Parts of the NCPB strategic and relief storage facilities have been commercialized. The World Bank funded the commercialization programme in 1996. The NCPB still faces problems in how to best combine the social and the commercial sectors of their activities
Commercial Storage
All stores have rolling stacking cranes at least one crane per compound
All stores have Avery platform weighing scales but these cannot be relied upon due to poor or lack of calibration
There are sufficient numbers of 8×4 foot pallets but the quality is poor
NCPB hires pallets at the cost of 20 KES per pallet per month
Most major conventional stores have rail sidings
Silos
There is a mechanized handling system and a weighbridge that can be used for commercial purposes at all silo complexes
A handling cost per truck is:
- Up to 5 Mt: 360 KES
- Over 5 Mt: 500 KES
There are rail sidings at all silo complexes (Nairobi, Nakuru, Narok, Eldoret, Kitale, Moi’s Bridge, Bungoma and Kisumu) and at most major conventional stores.
NCPB charges the same rate for conventional warehouses and silos, but rates vary across the country according to location and capacity. NCPB can provide fumigation and spraying services on commercial basis and are experienced and well equipped
