Tana River County is a county in the former Coast Province, Kenya. List of Wards in Tana River County. It is named after the Tana River. It has an area of 38,437 square kilometres (14,841 sq mi) and a population of 315,943. The capital and largest town is Hola (sometimes known as Galole). The major ethnic groups are the Somalis, Pokomo (many of whom are farmers), the Orma people, and the Wardey The county is generally dry and prone to drought. Rainfall is erratic, with rainy seasons in March–May and October–December. Conflicts have occurred between farmers and other people over access to water. Flooding is also a regular problem, caused by heavy rainfall in upstream areas of the Tana River. On 22 August 2012, in the worst violent incident in Kenya since 2001, at least 52 people were killed in ethnic violence in Tana River County between the Orma’wardey and Pokomo groups.

Tana River County presents an interesting case of the nexus between conflict and food security. A recent survey prepared by ALMRP, Tana River District and presented to the Tana River District Steering Group (2004) found that the county is 79% food insecure and with an incidence of poverty at 62% (Interim Poverty Strategy Paper (I-PSP), 2000–2003, Kenya). Tana River County comprises several areas of forest, woodland and grassland which are minor centres of endemism. The forests are designated National Reserve status if they have >4 plant endemics and >7 vertebrate endemics (IUCN, 2003). Despite the apparent adequate natural resources, the region remains marginalised from the rest of the country. Efforts at development always seem to centre on the huge River Tana, despite massive failures in all the previous irrigation projects in the district, i.e. Bura, Hola and the Tana delta rice irrigation project which failed after the water works were damaged by the El Niño rains in 1998.

Bura Irrigation and Settlement Project is located in Tana River County. During the years 1981-1988 about 2,200 families from different parts of Kenya were settled in this irrigation scheme.

Tana River County Assembly Service Board (CASB)

The County Assembly Service Board of Tana River is established under section 12 of the County Governments Act 2012. The Board is chaired by, the Speaker.  The County Assembly Service Board of Tana River performs the following functions as provided for under section 12 (7) of the County Governments Act, 2012:

The CASB is responsible for:

  • Providing services and facilities to ensure the efficient and effective functioning of the County Assembly
  • Constituting offices in the County Assembly Service and appointing and supervising office holders
  • Preparing annual estimates of expenditure of the County Assembly Service and submitting them to the County Assembly for approval, and exercising budgetary control over the service
  • Undertaking, singly or jointly with other relevant organizations, programmes to promote the ideals of parliamentary democracy; and
  • performing other functions necessary for the well-being of the members and staff of the county assembly or as prescribed by national legislation.

Tana River County Office of the Speaker

Article 178(1) of the Constitution of Kenya provides that; Each County Assembly shall have a speaker elected by the County Assembly from among persons who are not members of the Assembly.

Roles of the Speaker of the County Assembly

  • Article 178(2)(a) of the Constitution of Kenya provides that the Speaker shall preside over all sittings of the Assembly.
  • The Assembly Standing Orders provide that the Speaker shall be responsible for maintaining order in the House
  • The Speaker shall be the Chairperson of the House Rules and Business Committee which is responsible for coming up with the Assembly calendar and the Business of the day.
  • The Speaker shall be the Chairperson of the committee on Appointments that is responsible for vetting and reporting on all appointments that the Constitution requires the County Assembly to approve
  • The Speaker shall also be the chairperson of the County Assembly Service Board in accordance with the Sec 12(3)(a) of the County Government Act 2012

Tana River County Office of the Deputy Speaker

Article 178(2)(b) of the Constitution of Kenya provides that; in the absence of the speaker, another member of the Assembly elected by the assembly shall preside over the sitting of the Assembly.

Roles of the Deputy Speaker

In the absence of the Speaker or whenever the requested, the deputy Speaker takes the Chair and has the same powers and functions as the Speaker.

The deputy Speaker is also the Chairperson of the Committee of the Whole House.

Tana River County Office of the Clerk

The office of the Clerk is established under section 13(1) of the County Government Act 2012.

Roles of the Clerk to the Assembly

  • The Assembly Clerk shall be the secretary to the County Assembly Service Board.
  • The Clerk is the accounting officer of the County Assembly
  • The Clerk shall be responsible for administering the oath or affirmation of office to Members of the County Assembly whenever a new Assembly is elected.

TANA RIVER COUNTY ASSEMBLY COMMITTEES

Section 14 (1)(b) of the County Governments Act, 2012 provides that, “Subject to the standing orders, a County Assembly may establish committees in such a manner and for such general or special purposes as it considers fit, and regulate the procedure of any committee so established”. Assembly Committees are smaller units or groups of MCAs that allow the Assembly to perform several functions simultaneously. Committees provide the opportunity for more detailed investigation and discussion of issues before the findings and outcomes are presented as reports to the Assembly in plenary for debate and adoption.
There are three types of Committees in the County Assembly of Tana River namely: Standing or Sectoral Committees, Select Committees and Ad Hoc Select Committees

1) Standing/ Sectoral Committees : These are committees aligned to the County departments.In this current assembly are: (1) Lands,physical planning,Agriculture,Fisheries,Livestock and Veterinary service (2)Health and Sanitation (3) Trade,cooperative development,tourism and industrialization (4) Education,Youth,Sports,Gender and Social Service (5) Finance and Economic Planning (6) Water,Energy,Environment and Natural Resources (7) Public Service Management, Administration and Information Communication and Technology (8) Roads,Public Works, Housing and Urbanization

2) Select Committees are categorized into two: (1) Statutory Committees and Watch Dog Committees

Statutory Committees : These are established by stature to perform functions assigned by the said law. In this current assembly they are: (1) Budget and Appropriation (2) Powers and Privileges (3) Appointments (4) Delegated county legislation (5) Car loan and mortgage (6)Bursary

Watch Dog Committees : these are established to ensure expenditure of funds is in accordance with the law and prevent misappropriation of funds. In this current Assembly they are: (1) Public Accounts & Investment (2) Implementation (3) Housekeeping Committees : these are established to ensure smooth running of Assembly business and oversee certain aspects of Assembly operations. In this current Assembly are: (1) House Rules and Business (2)Selection (3)Liaison (4)Welfare

3) Ad Hoc Select Committees : These are temporary Committees established for a Special purpose.
