How to Register as Sugar Dealer in Kenya. All sugar importers must be registered by the Kenya Sugar Board (KSB) and pay an annual fee. There are over 200 licensed importers in Kenya for mill white and industrial sugar. Any person intending to import sugar into Kenya is supposed to apply for a license yearly from the Agriculture and Food Authority which cost Ksh 100,000. Applications are made between 1st July to 30th June of every financial year. Below are the documents that must be submitted along with the application letter.
Procedure to Register as Sugar Dealer in Kenya
- This application allows one to operate as a sugar dealer.
- Through this registration one can be licensed to deal in the sugar industry as as a Collector, Warehouseman, buyer, Broker, Seller, Auction organizer, Transporters, Exporter or Importer.
Apply In-Person
- Application for a registration as a Sugar dealer is done in person by visiting the Sugar Directorate’s Head Offices or their field offices in the counties.
- Here you will be issued with an Application for Registration as Dealer form to fill and submit.
- This form can also be downloaded online by visiting the Agriculture and Food Authority- Sugar Directorate Web page
- Fill in the required information; properly select which type of dealer you want to be.
- Attach the required documents to the application before submitting. These include:

- Copy of ID /Passport
- Certified Copy of Certificates of Incorporation
- Certified Copy of KRA VAT Registration Certificate.
- Copy of KRA PIN Certificate.
- Certified Memorandum and Articles of Association of the Corporate entity
- A statement listing the names of holding companies, associated companies or partnerships in which the applicant has interest;
- Names, address and telephone numbers of two business referees
- Additional registration requirements shall be as communicated from time to time by the Authority.

- Submit the completed application form and pay the required application fee of Ksh. 1000 and submit the receipt as proof of payment.
- This is followed by an inspection of applicants by the Sugar directorate’s Officers
- Recommendations based in findings of the investigation will be made to the Sugar directorate’s Board Headquarters for final approval by the Board approval.
- At this point the applicant is notified if he/she has been successfully registered or which rectifications have to be made for them to be registered as a dealer.
- Once the certification process is done the Sugar Dealer Registration Certificate is issued to the applicant

- Any person, cooperative society, group or company who wants to deal or transact as a sugar dealer in Kenya is eligible to make this application.
Fees to Register as Sugar Dealer in Kenya
- Application fee is Ksh 1,000
- After registration the licensing fees will depend on the type of dealership undertaken.
Validity to Register as Sugar Dealer in Kenya
- The registration is valid for a period of one year.
- The registration expires on the 30th June of every year.

Sugar Directorate of Agriculture and Food Authority AFA was established under the Agriculture and Food Act (Act No 13 of 2013) section 11(1). It is charged with the responsibility of developing, regulating and promoting the Kenyan Sugar Industry.
Its core function

- Facilitate the equitable access to the benefits and resources of the industry by all interested parties;
- Formulate and implement overall policies and plans for the development of the industry;
- Act as an intermediary between the Government and the industry;
- Facilitate the flow of research findings to interested parties;
- Monitor the domestic market in to identify and advice on any distortions in the sugar market;
- Facilitate the arbitration of disputes among interested parties;
- Facilitate the export of Local sugar;
- Promote and encourage the use of environment friendly technologies in the industry;
- Provide advisory services to growers and millers;
- Facilitate an equitable mechanism for the pricing of sugar-cane and appropriation of proceeds from the disposal of the by-products of sugar production between growers and millers;
- Represent the industry in other organizations that are relevant to the promotion of the industry;
- Oversee the formulation of standard provisions governing the mutual rights and obligations of growers and millers;
- Collect collate and analyze industry statistics and maintain a database for the industry; and
- Promote the efficiency and development of the industry through the establishment of appropriate institutional linkages.
Requirements For One To Quilify As A Distributor
The Area Trade and Development Manager (ATDM) has to ascertain that there is need for a distributor in the area.
One must have a sound financial base, by providing a bank statement for six month.
Ability to secure a banker’s guarantee.
Business references.
Must already be undertaking distributorship of other Fast Moving Consumer Goods.
Provide network outlets.
Provide details of distribution trucks-copies of Log books.
Have adequate storage facilities.
Business plan on how to dominate the market.
