  3. Resource Management: The board is responsible for managing and coordinating educational resources within the county, ensuring they are used efficiently and effectively.
  4. Quality Assurance: It monitors and evaluates the quality of education in schools within the county to ensure compliance with national standards.
  5. Educational Planning: The board participates in planning and development of education in the county, including infrastructure development, teacher allocation, and curriculum implementation.
  6. Stakeholder Engagement: It coordinates with various stakeholders, including parents, teachers, and local communities, to support education initiatives and programs.
  7. Dispute Resolution: The board may be involved in resolving disputes related to education within the county, including issues between schools, teachers, parents, and students.
  8. Special Programs Implementation: It oversees the implementation of special education programs and initiatives aimed at marginalized or disadvantaged groups.
  9. Reporting and Accountability: The board is tasked with providing regular reports to the National Education Board and the County Government on the status and progress of education in the county.

The Cabinet Secretary for Basic Education and Training plays a significant role in the national education policy and oversight, under which the County Education Boards operate, ensuring that education policies and standards are implemented effectively across all counties in Kenya.

Membership of the National Education Board in Kenya

The National Education Board (NEB) in Kenya comprises a chairperson and eight other members, all appointed by the Cabinet Secretary responsible for matters related to Basic Education and Training. These appointments are made in accordance with the provisions of the Basic Education Act. The structure ensures a range of expertise and perspectives to guide the NEB in its mandate.

  • Chairperson: The chairperson is appointed for a term of four years and may be reappointed for one additional term of four years. This position is pivotal in leading the board’s activities and ensuring that its objectives are met.
  • Members: The eight members serve for a term of three years and are eligible for one further term of three years. These members bring diverse experiences and skills relevant to the education sector, contributing to the comprehensive functioning of the board.

Functions of the National Education Board in Kenya

Outlined in Section 5 of the Basic Education Act, the functions of the National Education Board are crucial for overseeing and enhancing the quality of basic education and training across Kenya:

  1. Advise on Policy Matters: The NEB advises the Cabinet Secretary, the Department of Education, and related departments on policy matters related to basic education and training.
  2. Promote Standards: In collaboration with the Quality Assurance and Standards Council, Teachers Service Commission, and other stakeholders, the board works to promote standards in basic education and training.
  3. Barrier Removal: The board works with all relevant authorities and agencies to remove barriers to quality education, ensuring that both National and County governments facilitate the right to education for all Kenyans.
  4. Guidelines for Education Institutions: It initiates guidelines, subject to the Cabinet Secretary’s approval, for the establishment of basic education institutions.
  5. Ensure School Attendance: The NEB puts measures in place to ensure that all children attend and remain in school to complete basic education requirements.
  6. Transition to Next Education Level: It also ensures measures are in place for the transition to the next level of education, especially for vulnerable and marginalized children.
  7. Advisory on Other Matters: The board advises on any other matter referred to it by the Cabinet Secretary from time to time.
  8. Annual Report: Lastly, the National Education Board is required to generate and publish an annual report on the state of education and service delivery in the country.

Through these functions, the National Education Board plays a vital role in shaping and improving the educational landscape in Kenya, ensuring that policies and practices are in place to support the achievement of high-quality basic education for all children.
